The Story of the Party Constitution—The Twelfth National Congress

The Twelfth National Congress of the Communist Party of China was held in Beijing from September 1 to 11, 1982. Since the smashing of the Jiang Qing counter-revolutionary clique in October 1976, especially since the Third Plenary Session of the Eleventh Central Committee of the Communist Party of China, through the arduous efforts of the whole Party, the whole army and the people of all ethnic groups in the country, the Chinese Communist Party has completed the arduous task of bringing chaos to order in terms of guiding ideology. And in the actual work on all fronts, it has achieved major victories in setting things right, and achieved a historic turning point. In order to sum up the historic victories of the past six years, further eliminate the negative consequences left over from the ten years of civil strife, create a new situation in the socialist modernization drive in an all-round way, and determine the correct path, strategic steps and principles and policies for continuing to advance, the Communist Party of China convened the tenth Second National Congress.

The main agenda of the conference is:

(1) To review the report of the 11th Central Committee, and determine the Party's program for the struggle to create a new situation in the socialist modernization drive;

(2) To review and approve the new Constitution of the Communist Party of China;

(3) Election of new Central Committee, Central Advisory Committee and Central Discipline Inspection Commission in accordance with the provisions of the new party constitution.

Deng Xiaoping presided over the opening ceremony of the conference and delivered an opening speech. He spoke highly of the historical status of this conference, and believed that this conference would be the most important one since the Seventh National Congress of the Party. The successful convening of the Twelfth National Congress of the Communist Party of China marked the party's successful realization of a great transformation of great historical significance.
