A few days ago, our province announced the list of the first batch of 200 substantive industry-university-research alliances and the list of 100 major projects of "unveiling the list". 6 alliances in Panjin were selected as the first batch of typical substantive industry-university-research alliances in Liaoning Province, and 3 projects were selected in 2021. The six selected industry-university-research alliances are: Liaoning Northern Asphalt High-performance Lubricating Materials Industry-University-Research Alliance, Liaoning Photosynthetic Aquaculture Industry-University-Research Alliance, Liaoning Jijia Reed Green Household Materials Industry-University-Research Alliance, Liaoning Xinke Petroleum Intelligent Oil Production Equipment Industry-University-Research Alliance, Liaoning Panjin Zhonglu Intelligent Logging Equipment Industry-University-Research Alliance, Liaoning Nuwa Waterproof Building Materials Industry-University-Research Alliance. Among them, each of the first three industry-university-research alliances has a project selected for the "Revelation and Commanding" scientific and technological research project.

Panjin regards the construction of industry-university-research technology innovation alliance as an important starting point for promoting industrial innovation and development. Panjin City has strengthened tracking and supervision, established a tripartite working mechanism for the city, county economic zones, and enterprises, and designated a special person to be in charge. The special class regularly schedules the progress of the alliance construction work, coordinates and solves problems in the process of alliance construction and operation, and fully promotes the implementation of the industry-university-research technology innovation alliance.

Panjin City has increased capital investment to provide policy and financial support for the construction of industry-university-research technology innovation alliances. Municipal science and technology funds will give priority to supporting the alliance to carry out major technological breakthroughs, establish technological innovation platforms, and transform scientific and technological achievements. At the same time, increase the publicity of the construction of the industry-university-research technology innovation alliance, encourage and guide more enterprises to cooperate with universities and scientific research institutions, and promote the healthy development of the industry-university-research technology innovation alliance.

At present, there are 4 technological innovation alliances in Panjin that have been approved as provincial technological innovation alliances by the Provincial Department of Science and Technology. After several years of practice and development, certain achievements have been made in talent introduction and joint research. For example, Northern Asphalt and the Lanhua Institute of the Chinese Academy of Sciences established a joint research center for high-performance lubricating materials, and introduced the team of academician Liu Weimin to overcome the technical bottleneck of lubricating oil; Tianyi Company cooperated with a number of universities to develop a "rotary guidance system", which filled the domestic technical blank, breaking the foreign technology blockade, etc.

Facing the "14th Five-Year Plan", Panjin City regards strengthening the main role of enterprises in innovation as a major task of scientific and technological innovation. This year, Panjin will build and improve more than 10 new city-level industry-university-research technology innovation alliances, and build more than 30 industry-university-research technology innovation alliances during the "14th Five-Year Plan" period.
