During the "14th Five-Year Plan" period, our province will promote the construction of more than 1,000 typical substantive industry-university-research alliances with enterprises as the "leaders", and guide enterprises to spontaneously Form more than 3000 alliances. Focus on supporting the "three big articles" and build alliances around the construction of key industrial chains and innovation chains. Strengthen the dominant position of the enterprise, firmly grasp the economic activity attribute of technological innovation, insist that the enterprise be the "leader of the alliance", establish contractual relationships through the market mechanism, and form effective behavior constraints and interests protection for alliance members.

The first batch of 100 "unveiled" list projects released by our province focus on new materials, fine chemicals, high-end equipment, integrated circuits, additive manufacturing , flexible electronics and other emerging industries, focusing on the needs of technologically empowered equipment manufacturing, petrochemical, steel and other advantageous industries, and insisting that industry leaders, large state-owned enterprises, and eagle gazelle unicorn enterprises be the "leaders". In the next step, our province will increase support for the alliance through measures such as strengthening policy support and strengthening evaluation and incentives.

In this year's 1 billion yuan of provincial-level science and technology special funds, our province will allocate 500 million yuan to support the construction of the alliance and the implementation of major scientific and technological projects of "revealing the list and taking command". Among them, there is no upper limit on the maximum annual support of a single alliance, and the maximum annual support amount of a single "leader" enterprise can reach 20 million yuan.

It is understood that during the "14th Five-Year Plan" period, our province plans to cultivate more than 20,000 high-tech small and medium-sized enterprises, 10,000 high-tech enterprises, and 5,000 eagle gazelle unicorn enterprises. Strive to achieve 16% of the province's GDP in the province's high-tech zones, and 25% of the province's output value of high-tech products.
