On September 11, 2009, the Department of Oceans and Fisheries of Liaoning Province hosted an expert review meeting on the "Report on Sea Area Use and Environmental Impact of Panjin Crab Deep Processing and Expansion Project Reclamation Project" in Bayuquan. The leaders and representatives of Liaoning Maritime Safety Administration, Panjin Ocean and Fishery Bureau, Dawa County Ocean and Fishery Bureau, Panjin Guanghe Aquatic Products Co., Ltd. (construction unit), and National Marine Environment Monitoring Center (demonstration unit) and other units attended the meeting. The meeting invited seven experts including Hong Chengli, a professor of Dalian University of Technology, to form a review team. The participating experts and leaders listened to the introduction of the project made by Deputy General Manager Bai Yongan and the report of Dr. Wang Weiping, the demonstration unit, on the use of the project sea area and environmental impact. After thorough discussion, the expert group formed the following review opinions:

The project complies with the functional positioning requirements of the "Panjin City Marine Functional Zoning", and the project construction will play a positive role in promoting the deep processing of fishery production in Panjin City, increasing the added value of products and farmers' income. The project construction and reclamation is located in a closed shrimp pond, and there is no major conflict of interest and sea use risk. From the perspective of sea area use management, the project is feasible to use sea. The project construction is located in a closed shrimp pond, which has almost no impact on the marine hydrodynamic environment and the erosion and deposition environment. The impact of the project on the marine environment is within an acceptable range. On the premise that the construction unit strictly implements the laws and regulations on environmental protection, the project construction is feasible from the perspective of marine environmental protection.

The conclusion of this expert demonstration played a key role in the reclamation project of our company's food processing factory on the basis of the original factory area, the expansion of the project, and the acquisition of the right to use the sea area.
